Set forth below is an excerpt from www.gocanada.about.com

On an annual basis, Canada entertains over 30 million guests from the USA when they cross the border into Canada. While Canada has some of the friendliest border guards on the planet, they also have a job to do, part of which is to regulate who is coming into the country for holidays, a business trip or to visit relatives. Customs Canada can only do their job if people crossing the border can substantiate their identification, where they reside and their citizenship.

Do Americans Need a Passport to Visit Canada?

Border Questions
Please note that these questions are common on BOTH SIDES of the border. You may be asked to provide proof of residency and citizenship to get back across the US/Canadian border to get home again.

Normally the Customs officer will ask of each person:
• What is your nationality and residency?
• What is the nature of the trip?
• How long will you be in the country?
• Do you have anything to declare (food, alcohol, firearms, etc)?

Sometimes they also ask:
• Are you transporting large amounts of currency ($10,000 +)?
• Do you have a criminal record?
• Where will you be staying?
• Do you have reservations?
• Can you provide proof of your nationality and residency?

It is this last one that gets people a little confused. Residency is easy. If you have a driver's license, it will have your home address, but a driver's license doesn't prove national citizenship. Canada Customs and the US State Department strongly suggest that US citizens carry some identification documents showing citizenship such as a US passport (this is the best), birth certificate, or baptismal certificate.

Permanent residents of the US who are not US citizens (yet) are advised to carry their alien registration receipt card; AKA: Green Card (US Form I-151 or Form I-551). If you are traveling with persons under the age of 18, they MUST have their birth certificate AND a letter from their legal guardians, giving permission to travel to Canada.

Note: A Voter's Registration Card does NOT constitute proof of U.S. Citizenship. Acceptability should be checked with the airline carrier. Persons using a Voter's Registration Card may be subject to extensive questioning on return to the U.S. by Immigration Authorities.

Canada is not the 51st State
Does all this sound a little draconian to you? A little overboard, after all, all you are doing is visiting Canada. Please remember that Canada is not part of the United States. Canada has different laws (the US Constitution doesn't apply here); a different government, pretty money and over 50% of their population speak, read, or write French at some level. Crossing this border is far more than just crossing a state line.
